Liquid crystals, an interlayer, and a switch on the wall.

Power on — it turns clear

Voltage aligns the liquid crystals inside the PDLC interlayer. Light passes straight through and the panel reads as ordinary architectural glass.

Power off — it turns opaque

Cut the supply and the crystals scatter at random. The panel goes solid white. Privacy is the resting state, so a power cut closes the glass rather than opening it.
